question regarding resource downloads

Hello:

I am rying to download a resource and am being told I must like it in the overview system before I can download it, I siwtch to the overview tab and I don't see a Like button. is there a post count I need to reach before it becomes active? is it a premium only ability to like a resource? is there something I am just missing?

Any help would be greatly appreciated
