Custom User banners CSS

Hey guys, i have been wondering how to create Custom user banners with CSS 1.10a i need the code and were to set it up possibly step by step because i aint too good with this stuff XD

so thats transparent atm, so i want it hot pink.

were it says Helper as a banner at the bottom, i want that hotpink so like this
