This add-on is working as just it's name. This is SMS Verification System. Please check FAQ tab for detailed info.

Add-on Specs:

• Add user to specified usergroup as secondary one after verification is completed.
• Hour(s)/user based limitation on resending code for blocking spam attempts.
• You can limit creating threads for specific or all forum
• You can limit replying threads for specific or all forum
• You can limit using signatures
• You can limit using conversation system

Of course you can edit XenForo's usergroup settings for all type of limitations. But, when you use add-on's limitations, users will see needed sms verification errors on limited actions.
