Unable to create thread with no explanation of the reason

THis is annoying when you are said you can not add thread, but given no explanation about the reasons or how to be allowed to create it.

This was in WHMCS Addons board. The FAQ/RUles section not answered my questions. If i missed the answer, please where it is and what is that answer?

Else it may be good if you tell the user reason right where he is informed he can not add topic (missing button).

and i can not unsubscribe weekly digest, it redirect me back to https://www.null-scripts.net/weeklydigest/ where i see i am subscribed.
